Adolescent crimes are increasing: Should parents bear responsibility?
In recent years, the increase in criminal acts among adolescents in our society has become one of the social problems causing serious concern. According to legislation, individuals under the age of 18 do not bear full criminal responsibility for their actions, so lighter precautionary measures, such as house arrest, are usually applied to them. However, after reaching the age of 18, these individuals already face imprisonment.

This situation further actualizes issues of adolescent upbringing, behavior control, and social responsibility. For this very reason, the issue of not only minors but also their parents bearing responsibility for crimes committed by minors, and the application of certain punitive measures against them, has become a subject of public discussion.

In such a case, to what extent would it be fair and effective for parents, who play a key role in the upbringing and behavior control of an adolescent, to bear legal or administrative responsibility for crimes committed?

Speaking to AzEdu.az on the topic, **Rasif Dünyamalıyev**, a member of the Public Council under the Ministry of Science and Education, noted that the aggression observed in adolescents and the crimes committed against the backdrop of this aggression are, in fact, a consequence:

“First and foremost, we must focus on the causes that create this outcome. If we approach any incident solely from the perspective of the outcome and focus on punitive measures, this will not lead to a fundamental solution to the problem.

Because this is a temporary and superficial approach. It is important to view the issue from a broader and more complex perspective. If a parent does not realize their responsibility until their child's adolescence, does not actively participate in the upbringing process, and is indifferent to the protection of the child's rights, I believe that in this case, the parent should be held accountable.

Legislation in this direction should already be implemented in Azerbaijan. The powers of guardianship commissions should be reviewed, and these commissions should generally be removed from the subordination of the executive power. Social service policy should also be re-examined. Social service should not be limited solely to a care function but should also possess real and concrete powers in the direction of protecting children's rights.

If a parent does not fulfill their function, the child should not remain under the care of that parent but should be placed under state supervision. Because if a child commits a crime after growing up and reaching adulthood, this is already a delayed outcome. For example, if we consider involving parents in criminal responsibility as a solution, what will we do if that parent disowns their child tomorrow?

For this very reason, I believe that a comprehensive approach to this issue is crucial. Parents must clearly understand their responsibilities and powers from the outset.

This problem is not unique to Azerbaijan; it exists in many countries around the world. Therefore, I believe that the main focus should first and foremost be directed towards investigating the causes".
