Deputy Ministers of Culture are individuals who play a significant role in the formation of the country's cultural policy. Their professional education, knowledge in art and management, as well as practical experience, directly influence the realization of the ministry's strategic goals such as the preservation of cultural heritage, the development of art, and the strengthening of the creative sector.

Saadat Vidadi qizi Yusifova was born on April 11, 1973.
She is a graduate of Baku State University and Robert Schuman University of France, and holds a PhD in Law. Saadat Yusifova worked in various positions at the Administration of the President of the Republic of Azerbaijan. From 2014 to 2019, she served as the Head of the Political Analysis and Information Provision Department of the Presidential Administration. In 2019, by a relevant Order of the President of the Republic of Azerbaijan, she was appointed Deputy Head of the Department for Work with Non-Governmental Organizations and Communication of the Presidential Administration.
On February 24, 2023, she was appointed Deputy Minister of Culture of the Republic of Azerbaijan.

Farid Jafarov was born on June 6, 1982, in Mingachevir.
In 1999, he graduated from secondary school and enrolled in the Faculty of International Law and International Relations (specializing in international law) at Baku State University. He completed his bachelor's degree in 2003. From 2005 to 2007, he pursued a master's degree at the Faculty of International Law and International Relations (specializing in international law) at Baku State University.
On May 13, 2023, he was appointed Deputy Minister of Culture by a relevant Order of the President of the Republic of Azerbaijan.

Murad Huseynov was born on December 1, 1973, in Baku.
He began his creative activity at the Bulbul Secondary Special Music School. From 1991 to 1996, he studied at the Baku Music Academy, graduating with honors, and from 1996 to 1999, he was a postgraduate student at the Baku Music Academy (Professor F. Badalbeyli's class). M. Huseynov was awarded a scholarship by the French government and continued his professional music education at the Lycée of the Paris Higher Music Academy named after A. Cortot from 2000 to 2002, and at the Moscow State Conservatory named after P. Tchaikovsky from 2004 to 2006.
Murad Huseynov is a laureate (France, 1998) and prize-winner (Tbilisi, Georgia, 1997) of international piano competitions. He is the winner of the 3rd Francis Poulenc International Piano Competition held in Limoges (France, 2002). He also won 3 special awards for the best performance of works by French composers.
The pianist has represented Azerbaijan's performing culture in various countries around the world (France, England, USA, Italy, Spain, Turkey, Japan, Russia, Germany, Hungary, Georgia, Malta, Afghanistan, etc.). He has participated in many classical music festivals: Bach Music Festival (Istanbul, 2000), Piano Festival (Istanbul, 2000), Fortepiano Festival (Istanbul, 2000), Fortepiano Festival (Hiroshima, 2002), Musical Kremlin (Moscow, 2004), etc.
The musician has performed in concerts with several renowned orchestras and ensembles — the Royal Philharmonic Orchestra of London, the Limoges Symphony Orchestra (France), the Azerbaijan State Symphony Orchestra, the Gara Garayev State Chamber Orchestra (Azerbaijan), the New Russian Quartet (Russia), etc. The concert halls where he has performed include the Rachmaninoff Hall at the Moscow State Conservatory named after P. I. Tchaikovsky, the State Kremlin Palace (Moscow), Pleyel and Cortot Halls, the main hall of the French Senate, the International Diplomatic Academy (Paris), Auditorium (Rome), Danube Palace (Budapest), Cemal Reşit Rey (Istanbul), etc.
Murad Huseynov also engaged in pedagogical activities at the Baku Music Academy. In November 2011, he was appointed Director of the International Mugham Center.
By the Order of the President of the Republic of Azerbaijan dated March 1, 2023, Murad Huseynov was appointed Deputy Minister of Culture of the Republic of Azerbaijan.
