Expected CHANGE in plan places: Which specialties are at risk? 

The results of the admission exams for I and IV specialty groups held on June 7, 2026, were announced. With this, applicants for all specialty groups learned their results.

Many applicants have already started discussions about specialty selection.

One of the issues that most interests applicants is whether there will be any changes in the number of plan places this year. Although official plan places have not yet been announced, various discussions on this topic continue.

It is interesting, in which specialty groups might there be a decrease in the number of plan places this year?

Education expert Elchin Afandi spoke to AzEdu.az on the topic.

Even if there is an increase in plan places, it will be slight:

“Both the first stage of the admission exam and the first attempt of the second stage have been completed by the State Examination Center, and the results have been announced to the applicants. Now, based on the obtained results, the issue of participation in the competition is being discussed, which is a natural process.

I should note that one of the main issues concerning applicants and the public is plan places. Currently, no official information has been released regarding this. However, the chairperson of the State Examination Center, Maleyka Abbaszade, stated that the plan places will be at last year's level. That is, even if there is an increase, it is expected to be slight.

Last year, a total of approximately 63,000 admissions were made to both special-purpose and civilian higher education institutions. A little over 60,000 of these fell to civilian higher education institutions, and the rest to special-purpose higher education institutions.

This year, our expectation is that a total of more than 63,000 plan places will be provided for both special-purpose and civilian higher education institutions. Approximately 61,000 of these plan places are expected to fall to civilian higher education institutions.”

Plan places for pedagogical specialties may decrease in some universities:

“Considering that plan places will remain at last year's level, an increase is observed in the number of applicants participating in the competition by specialty groups. This increase was mainly recorded in I, II, and V specialty groups. In III and IV specialty groups, although the number of applications is close to last year, it still exceeds the plan places.

Regarding the decrease in plan places, there may be a decrease in pedagogical specialties in some universities. At the same time, a reduction in plan places is also expected in several economic specialty areas. In the I specialty group, a decrease in plan places is also possible in certain universities for some technical specialties.

Instead, an increase in plan places is expected in specialties that are in higher demand in the labor market. For example, a certain increase is planned for the healthcare sector. Especially in Karabakh University, since the dentistry specialty will admit students for the first time this year, an increase in plan places in that direction is expected.”
