Deputy Ministers of Science and Education play a key role in shaping the country's science and education policy. Their professional education, scientific knowledge, and management experience directly influence the achievement of the strategic goals facing the ministry.

Gurbanov Firudin Isa oglu graduated from the Faculty of Economics and Planning of the Azerbaijan State Institute of National Economy with honors in 1974.
From 1975 to 1982, he worked as an economist, junior and senior research fellow at the Scientific Research Institute of Economics. From 1982 to 1989, he held positions as assistant, senior lecturer, associate professor, and dean at the Baku branch of the Moscow Cooperative Institute. From 1989 to 1994, he worked as an inspector, leading inspector, chief inspector, and head of department at the State Inspectorate of the Ministry of Education of the Republic of Azerbaijan. From 1994, he was the head of the Science and Educational Institutions Department of the Ministry of Youth and Sports of the Republic of Azerbaijan. From 2001, he was the head of the Science and Education Department of the Ministry of Youth, Sports and Tourism. From 2006, he served as the head of the Science and Education Department of the Ministry of Youth and Sports.
In 1998, he was a member of the working group under the State Commission for reforms in education. From 2002-2005, he chaired working groups for youth, sports, tourism, and culture sectors in the preparation of the State Program for the Development of Tourism, as well as the State Program for Poverty Reduction and Economic Development from 2003-2005. He was the national director of the "Institutional Assistance to the Ministry of Youth, Sports and Tourism of the Republic of Azerbaijan" (2004-2005) project for the effective development of domestic tourism to reduce poverty in the Republic of Azerbaijan, under the UN Development Program. From 2007-2014, he served as the Head of Apparatus of the Ministry of Culture and Tourism of the Republic of Azerbaijan. By the Decree of the President of the Republic of Azerbaijan dated July 18, 2014, he was appointed Deputy Minister of Education.
From 2001-2008, he was a member of the National Olympic Committee. In March 2015, he was elected a member of the AFFA Executive Committee, and in May, he was elected President of the Student Football Federation.
In 2007, by the relevant decree of the President of the Republic of Azerbaijan, he became a member of the Working Group on national security policy of the Republic of Azerbaijan.
In 2011, he was awarded the qualification degree of "chief advisor of civil service". By the relevant decree of the President of the Republic of Azerbaijan dated June 25, 2011, he was awarded the "For Distinction in Civil Service" medal. In 2014, he was awarded the "Honorary Cultural Worker" breastplate of the Ministry of Culture and Tourism. In 2019, he was awarded the jubilee medal of the Republic of Azerbaijan "100th Anniversary of the Diplomatic Service Bodies of the Republic of Azerbaijan (1919-2019)". He was awarded the jubilee medal of the Republic of Azerbaijan "100th Anniversary of Baku State University (1919-2019)". In 2022, he was awarded the 2nd degree "For Service to the Fatherland" order for his effective activity in civil service.
He participated in international conferences, symposiums, and seminars in England, Denmark, USA, Uruguay, Switzerland, Netherlands, Germany, France, Bulgaria, Spain, China, Portugal, Austria, Nepal, Turkey, etc., and delivered speeches on topical issues.
He holds a Ph.D. in Economics and is an associate professor. He is the author of one monograph and more than 60 scientific works.

Idris Balakishi oglu Isayev was born on October 22, 1970, in Baku. From 1987–1992, he graduated with honors from the full-time department of the Faculty of Finance and Credit at the Azerbaijan Institute of National Economy named after D. Bunyadzade (now Azerbaijan State University of Economics). From 2002-2005, he received a master's degree in "Business Management" within the MBA program jointly organized by the Azerbaijan State Oil Academy and Georgia State University in the USA.
From 1992–1993, he worked as an economist-accountant at "Inkishaf" Joint Stock Commercial Bank. From 1993–2005, he held various positions at the Ministry of Finance of the Republic of Azerbaijan, starting from economist to deputy head of department. On January 24, 2005, he was appointed head of the Finance and Budget Department of the Apparatus of the State Social Protection Fund of the Republic of Azerbaijan. On October 31, 2013, he was appointed head of the State Labor Inspectorate Service under the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan. By Decree No. 279 of the President of the Republic of Azerbaijan dated February 20, 2014, he was appointed Deputy Minister of Labor and Social Protection of Population.
By the Decree of the President of the Republic of Azerbaijan dated November 14, 2018, he was appointed Deputy Minister of Education.

Hasan Hasanli was born in Nakhchivan city in 1991. Within the framework of the "State Program for the Education of Azerbaijani Youth Abroad in 2007-2015", he received bachelor's and master's degrees in public policy and political science at Bristol and Cambridge universities in the United Kingdom from 2009-2013.
From 2015-2016, he served in active military service in the Armed Forces of the Republic of Azerbaijan.
Hasan Hasanli worked as a specialist, sector manager, minister's advisor, deputy head of apparatus, and chairman of the Board of Directors of the Quality Assurance Agency in Education at the Ministry of Science and Education.
From June 2021 to January 30, 2023, he served as the Head of Apparatus of the Ministry of Science and Education.
By the Decree of the President of the Republic of Azerbaijan dated January 28, 2023, he was appointed Deputy Minister of Science and Education.

Kanan Karimzade was born in Barda city in 1989.
From 2006–2010, he studied in the Special Talents Group at Azerbaijan State University of Economics, completing his bachelor's degree in finance and credit with honors. From February to April 2010, he completed the "Applied Public Finance for Economic Development" course conducted by the Center for International Development at Duke University in the USA. From 2011–2012, he studied in the "International Political Economy and Development" program at Fordham University in New York.
From 2017–2019, he completed the "Investment Management" program of the CFA Institute in the USA and obtained the international accreditation of Chartered Financial Analyst (CFA Charterholder).
From 2013–2016, he worked as a finance and analysis specialist at "Capital Motors" LLC. From 2016–2019, he served as a senior investment specialist and head of investments at "PMD Group" LLC. From 2019–2020, he was the head of the Strategic Planning and Analysis Department.
From 2020–2021, he worked as an advisor to the minister at the Ministry of Science and Education. Since 2021, he has served as the head of the Department of Economics of Education. From February to May 2023, he acted as the Head of Apparatus of the ministry.
By the Decree of the President of the Republic of Azerbaijan dated December 25, 2023, he was appointed Deputy Minister of Science and Education.
