Is it mandatory to take an exam for admission to a university in Turkey?

The international student admission policies of state and private (foundation) universities in Turkey may differ.
Most state universities use TR-YÖS, SAT, or other admission criteria determined by the university for international students. In recent years, with the decisions of the Council of Higher Education (YÖK), admission limits without an exam, i.e., only with a diploma, have been significantly narrowed in state universities. Currently, admission with a diploma in state institutions is mostly possible in universities far from the capital or with relatively lower rankings.
In private universities, the situation is more flexible. Most private universities admit students from Azerbaijan and other countries based on their diploma grades and do not require an additional admission exam. In some specific majors or high scholarship programs, additional assessment or an interview may be conducted. Since admission requirements vary by university and major, it is important to check the official international student requirements of your chosen university before applying.
Is it possible to be admitted to private universities in Turkey with only a diploma?

In highly competitive programs such as medicine, dentistry, and pharmacy, stricter requirements exist. In these types of majors, it is often required that the student's diploma average be very high. That is, although admission with a diploma is widespread, the final decision depends on the internal policy of each university.
Is it possible to be admitted without an English language certificate?

If the program you choose is taught in Turkish, you do not need an international English language certificate such as IELTS or TOEFL. In this case, the university evaluates the student's Turkish language proficiency with an internal exam or a TÖMER certificate, and directs those with weak language skills to a preparatory program. In programs taught in English, many private universities offer international students the opportunity to participate in an internal English language exam. However, it should not be forgotten that staying in a language preparatory class means both a 1-year loss of time and an additional 1-year education and living expense for the student. Therefore, obtaining language certificates (IELTS or TÖMER) while still in Azerbaijan is a more advantageous step in terms of saving both time and family budget.
How long does the admission process take?

Therefore, it is recommended to apply early, without waiting for the last days of the admission period. Early application both increases the chances of choosing a place in faculties and helps to carry out the documentation process stress-free.
How much are the tuition fees in private universities in Turkey?

In general, annual tuition fees for bachelor's programs can range from 2,000 US dollars to higher amounts. Majors such as engineering, business, architecture, and social sciences are usually offered at more affordable prices.
