The Ministry of Science and Higher Education of the Russian Federation has announced significant changes in the admission rules for higher education institutions (universities) across the country, starting from 2025.
AzEdu.az reports, citing foreign media, that according to the new rules, the minimum passing score for several subjects in the Unified State Exam (ЕГЭ) will be increased. For example, the passing score for foreign language is raised from 30 to 40, for history from 36 to 40, and for geography from 37 to 42. The Ministry justifies this step with the aim of raising the level of education and improving the quality of knowledge of students admitted to universities.
However, experts believe that this decision will make it more difficult for young people living in regions with limited educational opportunities to enter higher education institutions. These changes may create an additional obstacle, especially for graduates of small town and rural schools. Consequently, the likelihood of many young people being directed either to vocational schools or to alternative fields such as production and military service increases.
According to experts, such reforms may deepen social inequality in the education system, as schools in large cities have higher-level preparation opportunities. In addition, some parents and educational organizations demand from the government the allocation of additional resources for exam preparation in the regions, the expansion of teacher professional development programs, and the improvement of the learning environment.
The Ministry, however, stated that the new rules aim to bring the Russian education system closer to international standards and ensure global recognition of university diplomas. The changes are planned to come into force starting from the 2025-2026 academic year.
