Who, how, and under what conditions are admitted to the Police Academy?

Admission of cadets to the Police Academy of the Ministry of Internal Affairs for the 2025/2026 academic year is carried out daily from 10:00 to 17:00, excluding Sundays, from December 15, 2025, to February 22, 2026, at police departments or divisions in the administrative territory of the candidate's permanent residence.

It was announced that the Ministry of Internal Affairs of the Republic of Azerbaijan is announcing a competition for the admission of 500 cadets for full-time education in the specialty of “jurisprudence” (Group III) and 25 cadets in the specialty of “information security” (Group I) to the Police Academy, which is a special-purpose educational institution.

Citizens of the Republic of Azerbaijan who are fluent in the Azerbaijani language, are at least 165 cm tall, are registered as conscripts in the local departments, divisions, and units of the State Service for Mobilization and Conscription of the Republic of Azerbaijan and are considered fit for active military service, are studying in graduating classes (11th grade) or have complete secondary education, and are between 16 and 18 years old (will turn 16 by August 1, 2026) may participate in the competition.

Persons with dual citizenship, obligations to other states, conscripts who are to go for active military service in January, April, and July 2026, religious figures, persons deemed incapacitated or with limited capacity by a legally binding court decision, persons previously convicted of a crime or whose criminal case proceedings have been terminated without exculpatory grounds, persons whose close relatives have been convicted of serious intentional crimes (excluding close relatives convicted of crimes not posing a great public danger due to negligence), and citizens who do not meet other conditions specified by the “Regulations on Service in the Internal Affairs Bodies of the Republic of Azerbaijan” are not admitted to the competition.

The acceptance of documents will be carried out daily from 10:00 to 17:00, excluding Sundays, from December 15, 2025, to February 22, 2026, at police departments or divisions in the administrative territory of the candidate's permanent residence.

Candidates must personally submit the following documents:

– identity card and birth certificate (original and copy);
– a certificate from the educational institution stating that the candidate is studying in the graduating class, to be submitted to the Ministry of Internal Affairs, or a document on complete secondary education (attestat);
– residence certificate;
– a health certificate from a medical institution at the place of residence, to be submitted to the Ministry of Internal Affairs;
– initial military registration certificate (original and copy);
– character reference issued by the educational institution attended, to be submitted to the Ministry of Internal Affairs;
– 2 photographs measuring 9x12 cm and 4 photographs measuring 4x6 cm (without headwear, color, on matte paper).

Candidates who meet the initial conditions for admission to education at the Police Academy, as well as for service in the internal affairs bodies, are offered to write an application-undertaking in the prescribed form and are considered applicants. Applicants must pass a physical fitness exam

The minimum physical fitness standards for applicants are as follows:

Pull-ups on the horizontal bar - 10 times for those weighing up to 80 kilograms, 8 times for those weighing over 80 kilograms;

100-meter run – 15 seconds; 1000-meter run – 4 minutes;

Push-ups (p lift from the floor on arms) – 20 times;

Sit-ups (p lift from the floor while lying on back) – 20 times.

Applicants who successfully pass the Ministry's selection commission must be examined by the Special Medical Commission of the Medical Department and immediately submit the opinion stating “fit for education at the Police Academy” to the police authority where their documents were collected. Complaints regarding the work of the commissions are considered if the applicant appeals to the commission chairman at the moment the results are announced.

Applicants who fail to meet any of the physical fitness standards, cannot pass the selection or medical commissions, or do not submit the relevant opinion within 15 days from the date of receiving a referral to the medical commission, are disqualified from the competition.

The list of applicants admitted to the competition is sent to the State Examination Center of the Republic of Azerbaijan for their admission to the entrance examinations for the specialties of “jurisprudence” (Group III) and “information security” (Group I). The examinations are conducted in Azerbaijani and Russian languages.

All organizational measures related to the conduct of admission examinations, documentation, examination dates, locations, and other conditions are determined by the State Examination Center of the Republic of Azerbaijan, and applicants must follow the announcements published on the Center's website or in mass media for this purpose.

Based on the decision of the SEC, a contract for service in the internal affairs bodies is concluded with the selected applicants. For persons under 18 years of age, the contract is concluded with the written consent of their legal representatives - parent, adoptive parent, or guardian. The admission of these persons to the Police Academy is formalized by an order of the Academy's head after the contract is concluded, and they are considered employees of the internal affairs bodies.

The contract stipulates the voluntary entry of applicants into the internal affairs bodies, the obligation to serve in the internal affairs bodies for a period of 7 (seven) years after completing their education, as well as the obligation for persons who do not wish to serve after completing their education or who voluntarily leave service during that period to reimburse the expenses incurred for their training at the Police Academy.

The form of the contract and the procedure for calculating the expenses incurred for the training of bachelors are determined by the Ministry. If the expenses are not voluntarily paid within the period specified by the contract, they are collected through court proceedings.

Cadets admitted to the Police Academy are enrolled in a preliminary training course at the Academy from August 14 to September 14, 2026. Classes begin on September 15, instruction is conducted in Azerbaijani, and the duration of education is 4 years.

During their education, cadets are provided with dormitory accommodation, special uniforms, scholarships, and meals at state expense and reside in the dormitory located on the Academy's premises.

Graduates are awarded diplomas in “jurisprudence” and “information security” specialties, the special rank of “police lieutenant,” and the military rank of “reserve lieutenant,” and are appointed to relevant positions in the internal affairs bodies.

It should be noted that only male applicants are admitted to the Police Academy.
