3 Azerbaijani children handed over to foreign citizens

Out of 149 children adopted in 2025, 3 were adopted by foreign nationals and stateless persons. 

AzEdu.az reports that this information was provided by the Social Services Agency in response to an inquiry from Modern.az.

It was stated that a total of 4 children have been adopted by foreign nationals and stateless persons since November 1, 2019, when the powers in the field of adoption were transferred to the Ministry of Labor and Social Protection of Population. 

According to information from the Agency, these individuals were citizens of Germany, Serbia, and Russia. 

It was noted that the adoption of a child by foreign nationals and stateless persons is carried out based on additional requirements compared to citizens of the Republic of Azerbaijan. These requirements serve to ensure the maximum protection of the child's interests and safety. 

“Thus, the adoption of children by foreign nationals and stateless persons who are not married, as well as those whose incomes are less than twice the average monthly salary in their country of residence, is not permitted. 
Persons wishing to adopt a child who is a citizen of the Republic of Azerbaijan must own a living space not less than the minimum norm in accordance with the legislation of the respective country, taking into account each person residing there. 

Children who are citizens of Azerbaijan, as well as stateless children who are registered, are primarily given for adoption to families or relatives of citizens permanently residing in our country. If this is not possible, their adoption by foreign nationals or stateless persons is permitted.
Furthermore, children who are citizens of Azerbaijan may be adopted by citizens permanently residing outside the republic, foreign nationals who are not relatives of the children, and stateless persons 6 months after their registration date, while non-citizen children may be adopted 1 year after their registration date. 

When a child is adopted by foreign nationals and stateless persons, preference is given to individuals who have been married for at least 5 years. This approach aims to ensure the stability of the family environment and the long-term well-being of the child,” the official statement noted.
