In recent days, an investigation concerning the director was conducted in Sabirabad district. The investigation began regarding employees whose names were on the school's payroll but who were not actually present. Subsequently, it was revealed that the director had embezzled a large sum of money. It is alleged that the amount is close to 100 thousand manats.
In this case, the question arises as to why the regional department or the Ministry of Science and Education does not conduct continuous investigations regarding directors.
Regarding the topic, Honored Teacher, former deputy Sona Aliyeva spoke to AzEdu.az.
Our interviewee noted that the control mechanism for general education institutions is weak:
"Unfortunately, such incidents shake confidence in the education system. However, the main issue is not merely the irresponsible behavior or corruption of a single director, but rather the overall weak functioning of control mechanisms. Such cases are often only discovered when someone complains. If there is no complaint, then illegal activities can continue for years. This has been a serious loophole in the education system for years.
The regional departments of the Ministry of Science and Education should conduct financial and personnel inspections in schools proactively. Transparency in schools should be felt not only in reports but also in daily management. In my opinion, this incident clearly showed us one thing: control and trust must go hand in hand in education."
During director appointments, not only certification results but also indicators of reliability and transparent management should be taken into account:
"That person is also responsible for the school's morality. If they truly want to uncover deficiencies, regional departments should conduct inspections without warning. The activities of each director should be reviewed on-site at least once a year to reveal the real situation.
School expenses and employee lists should also be open to the public, and no one should be given the authority to hire employees "through the back door". A reliable complaint platform should be created for parents and teachers, and applications should not remain without results.
During director appointments, not only certification scores but also indicators of reliability and transparent management should be taken into account. Society wants to believe in teachers, schools, and the institution of directors. But this belief can only be protected not by words alone, but by real control and accountability. If a director allows 100 thousand manats of embezzlement, this is not just their problem; it is a warning signal for the system. If the educational environment is not transparent and fair, the knowledge provided there also loses its value."
