Public service is increasingly attracting interest as a stable and promising career path for young people. In recent years, the growing interest in this field and the dynamics of youth participation have been in focus.
Thus, youth participation in exams held over the last five years has continuously increased. It rose from 35.6% in 2021 to 56.3% in 2025. The highest number of young participants was recorded in Baku, Nakhchivan, Ganja, Sumgayit, Aghdam, and other regions.
It is interesting to know, what are the main factors influencing the increasing interest in public service?
Elmin Nuri, an STM employee and researcher on education issues, stated in a comment to AzEdu.az regarding the topic that the increase or decrease in statistical indicators for public service admission does not mean that everything is good or bad:
"The increase in quantity is in itself an indicator of the growing principle of supply and demand. The issue can be approached from several perspectives. Firstly, the examination process for public service admission, and secondly, the mechanisms after the admission exam, the distribution of vacant positions, etc. As individuals speaking about education, we can, of course, touch upon the admission process.
This admission process has been progressively improved in recent years. When I speak with exam participants, I see how transparently and successfully the process is carried out. Those with a good preparation mechanism, for some reason, do not complain at all. I recall that for a long time there were complaints about test tasks related to public service admission. However, it turned out that individuals who possess even a little knowledge of the subjects and undergo an average level of preparation face no difficulties whatsoever.
I believe that the public service admission mechanism has been prepared in accordance with standards. Everything, from the number of questions to their content, is correctly arranged. I admit that the public service admission process is successfully carried out by DİM. Naturally, just as there are dissatisfactions in every field, there are certain dissatisfactions regarding public service. There are even proposals to extend the exam duration. I believe that an average level of preparation in several subjects can lead any individual to a successful outcome in public service".
