The court investigation into the criminal case concerning the use of illegal technical means in admission exams is ongoing.

A public statement had been issued regarding the establishment of reasonable suspicions that Islam Babayev prepared technical means designed for covert information acquisition with the aim of assisting applicants and students of the preparatory course he organized in answering tests during university admission and graduation exams, and that he, in criminal collusion with Aykhan Mammadov and Murad Mammadov, installed these technical means on 11 individuals to provide them assistance.
On December 23, 2025, a court hearing was held. During the hearing, testimonies of individuals involved as witnesses in the case were heard, and questions from the accused, their defenders, and the representative of the injured party were answered.
It should be noted that, according to the indictment, the accused individuals, Babayev Islam Elshan oglu, Mammadov Aykhan Ilham oglu, and Mammadov Murad Mahir oglu, together informed applicants attending preparatory courses or known to them that they would achieve high scores in the exam in exchange for various sums of money. They explained to them the rules for using technical means designed for covert information acquisition, placed the aforementioned devices inside special shoes on the day of the exam, and stated that they could assist applicants who entered the building in answering questions.
During the investigation, the applicants intended to be assisted in this case testified as witnesses and confessed their actions in their statements. Some of the applicants entered the exam building with and used the aforementioned technical means; some, although they entered the exam room with technical means, could not use them due to a technical malfunction; some were not admitted to the exam because devices were found on them by employees conducting the inspection regime at the entrance for the next exam; and some, avoiding the inspection regime at the entrance, returned, changed their shoes, and entered the building in the usual manner. We inform you that the exam (competition) results of 9 out of 11 applicants were annulled, and they were not allowed to choose a specialty. The results of the other 2 applicants mentioned as witnesses in the case were not annulled because they removed the aforementioned technical means before entering the building and participated in the exam in the usual manner.
The indictment states that “Babayev Islam Elshan oglu is accused of illegally producing technical means intended for covert information acquisition for sale, repeatedly selling technical means intended for covert information acquisition as a group of persons in prior collusion with others, and abusing official powers by deliberately using his official authority contrary to service interests to obtain illegal advantages for himself and third parties in connection with the performance of his official duties as an official, thereby causing significant damage to the legally protected interests of the state.
Mammadov Murad Mahir oglu and Mammadov Aykhan Ilham oglu are accused of participating as accomplices in the abuse of official powers by selling technical means intended for covert information acquisition repeatedly and with a unified intent as a group of persons in prior collusion with others, and by deliberately using another person's official authority contrary to service interests to obtain illegal advantages for themselves or third parties in connection with the performance of that person's official duties as an official, thereby causing significant damage to the legally protected interests of the state”.
The next court hearing is scheduled for January 22, 2026, at 10:30 AM.
It should be recalled that on the same day, at 3:30 PM, the trial of the accused individuals Abbasov Gunduz Yashar oglu and Asadov Kamran Alim oglu, in another criminal case related to the use of illegal technical means in exams, will also be held.
